En décembre 2022, le Somali Centre for Culture and Recreation, en partenariat avec l'Infrastructure Institute de l'Université de Toronto, a publié un rapport intitulé Inhibited Growth : Examining Public Investment Gaps in Black Infrastructure Needs (Croissance inhibée : examen des lacunes en matière d'investissement public dans les besoins d'infrastructure des Noirs). Ce rapport examine les lacunes en matière d'investissement public et d'accès à l'infrastructure sociale dirigée par les Noirs, qui intègre des centres communautaires, des espaces récréatifs et des pôles culturels dans toute la ville de Toronto. Les communautés noires de la ville ont été confrontées à un désinvestissement public persistant en ce qui concerne leurs besoins en infrastructures, comme l'accès inadéquat aux services municipaux, aux équipements récréatifs et aux centres communautaires dans les zones où la proportion de résidents noirs est la plus élevée.
