La pandémie de COVID-19 a mis en évidence des lacunes flagrantes dans nos réseaux de transport, notamment pour ceux qui dépendent des transports en commun. Pour atteindre nos objectifs collectifs en matière d'équité des transports, de lutte contre le changement climatique et de responsabilité financière des municipalités, la prestation de services de transport en commun pourrait nécessiter un modèle différent, déjà mis en œuvre dans plusieurs villes du monde. La mobilité en tant que service (MaaS) est une plateforme intégrée qui combine plusieurs modes de transport, dont les transports en commun, les taxis, les VTC, les trottinettes, les vélos et l'autopartage, et parfois même les frais de stationnement et les péages routiers, sur une seule application de navigation et de paiement conviviale.

Le rapport conjoint de CUI et d'AECOM, « La mobilité en tant que service : une étude de faisabilité sur la mise en œuvre du MaaS dans la région du Grand Toronto », examine le paysage actuel des infrastructures de transport de la région et ses conditions économiques, politiques, technologiques et opérationnelles actuelles.
